Provision on competitions
 «Lviv Cup 2020»

Competition form - open, international.
Competition schedule:

May 04 - online drawing of lots.
May 05, 2020 - 07:00 start of competitions – all is possible at once.

from 05th  to 09th of May, 2020 - competitions.

May 09, 2020 - 09:00 the end of competitions.
09:00 to 11:30 – folding of gears and camps, gathering at a parking.
12.00 - announcement of conclusions, rewarding of winners.

REGULATION
1. Framework:
1.1. A Command (club deuce) consists of maximum 3 fully functional participants.
During tournament only one substitution is permitted. 
1.2. Carps and white amures weighing 1.5 kg are counted.
1.3. Number of sector is marked with appropriate table, which is located in the sector center, working area (a ring) - 20 х 12 meters is marked with a ribbon, gear, bait and team camp are located in the same area. Distance between central sectors +/- 50, but at least 40 meters. Catch area is bounded by ribbons, which define the width of a ring.
1.4. Winner is determined by the largest total weight of all caught fish. In the case of equality of results, a team with a higher average weight of fish is preferred.

2. REQUIRMENTS TO GEARS, TOOLING, NOZZLES, BAITS AND FEEDING.
2.1. Only bottom gear is used.
2.2. Every team catches on 4 fishing rods, with one hook on each. The team can have no more than 4 equipped spare fishing rods in stock.
2.3. Use of the spade is permitted as a working rod, but only if its length comply with the parameters specified in paragraph 2.15.
2.4. It is prohibited to use wire mesh as the main fishing line - only a section length of no more than 2.5 length of a fishing rod is allowed as a shock leader.
2.5. It is forbidden to use any types of feeders, including "Method" and molding with the bait of any element of installation, and the hook should not have any adaptations for fixing a mold material. 
2.6. Point feed is allowed with the use of soluble materials (PVA), which are  delivered to the water with the equipment during the throwing of the equipped gear.
2.7. Live animal nozzles and caviar are forbidden, and their use as ingredients for bait.
2.8. The maximum size of the nozzle is not limited, at the same time use of machetes, "nipple", etc. is prohibited.
2.9. It is allowed to set in its zone only two markers, the work with marker is allowed during all time of the competition. Use of echo sounder is prohibited.
2.10. Using a rocket, a spoon, a parachute or a stationary slingshot to deliver large batches of bait will be allowed from 07 to 19 hours. From 19.00 to 07.00 - a quiet feeding – only a cobra. The use of feeding devices which are driven by compressed air are prohibited. 
2.11. Feeding with a cobra or PVA grid (PVA materials) during the entire time of the tournament and the use of calibrated devices for the molding of layers, with a diameter of not more than 40 mm are allowed. 
2.12. Throwing and feeding are carried out only from the ring from the shore - going in the water is prohibited.
2.13. The use of remotely controlled devices and water crafts for the delivery of bait and tooling is prohibited.
2.14. Installation requirements:
The main requirement for the safety of installation is the possibility of releasing fish from the sinker and other items of tooling in case of a clogging of the tackle.
a) safe clip.
b) For mount or inline installation, the connection of the leader with a shock leader - only a loop in the loop or buffer unit - the use of fasteners and swords is prohibited!
c) The same for a semi-mount installation or a "helicopter", but in addition to this, the upper stop and the one (s) closer to the connection of the leader with the shock-leader) should be tightly unhardened.
d) Tooling of the type Zig Horn is allowed - the main thing is that they must comply with the basic safety requirements of installation. Float controllers are prohibited..
2.15. The length of the working rod is limited to 13ft, stated by the manufacturer.
2.16. It is forbidden to use a fishing rod type "Kviver-type", a feeder or a picker.
2.17.  Any type of bite alarms is permitted.

3. CATCH, HANDLING OF FISH, WEIGHNING, BEHAVIOR ON SHORE. 
3.1. Only team members can throw tackles, cut and suck caught fish in their own  sector. No one from outside, including neighboring members, does not have the right to help to suck or pull out fish.
3.2. Throwing fishing rods, marking and manipulation with peripheral equipment is carried out only from its own ring from the shore or laying, set by the organizer – going in the water is prohibited. Side throwing is prohibited. Use of transport platforms, self-built "pyramids" of pallets, etc. - is forbidden. Throwing, marking and jerk (feed) from the ladder is prohibited. 
3.3. Going in the water at saturation and weighing can be as much as it is necessary, but not deeper than the height of wasting boots, and only within the limits established by the side strips of the working zone (the ring).
3.4. If during the weighing of fish the neighboring tackle is tied up, then they may, but are not obliged, to protest - in this case, the fish caught will not be counted.
3.5. It is possible to get fish from water only with the help of nets. Getting fish from the water with your hands is considered as careless handling of fish and is punishable - disqualification. Nets should have a grid that has minimal damage to the fish. The use of nets with a grid from a vein is prohibited, is considered as deliberate careless handling of fish and is punished by disqualification of the team.
3.6. The caught fish are extracted from the net and released from the hook with the maximum caution and only on a special mattress. Before weighing, fish is stored only in a special bag, no more than one fish per bag! Teams without carp bags (minimum 5 pc.) and carp mattress are not allowed for competitions.
3.7. Do not forget to water the fish that is on the mattress. 
3.8. Weighing will be carried out at intervals of every 3 hours. A large (over 10 kg) caught carp or white amur of any weight are immediately reported to the judges for prompt weighing.
3.9. After weighing the fish is immediately released back into a reservoir, in doing so the maximum caution is maintained.
3.10. A fish that has signs of its negligent handling is not counted, and the team receives a yellow card. With the death of a fish - disqualification.
3.11. Taking pictures of the caught fish, if necessary, is carried out  immediately after weighing in a presence of the judge, after which the fish should be immediately released. In some cases (when a large fish is caught in the hours of darkness), the organizing committee may ask to keep the fish in a bag after weighing until dawn for photographing by the organizers.
3.12. WARNING! For photographs  fish should be at a minimum height above the carp mattress - it is prohibited to photograph with fish standing. For release, the fish moves to water only in a carp bag, mattress or net. If violations specified in this clause occurred without further fish falling, the team that made it would receive a yellow card. FOR FISH FALLING - Disqualification. 
3.13. For weighing fish during the hours of darkness, it is allowed to use low-power flashlights - the use of powerful flashlights, as well as water lighting, not related to the process of weighing is punishable by a warning.
3.14. It is forbidden to make noise on the beach, swim, drink alcohol and have a campfire.
3.15. Participants are obliged not to interfere with the work of journalists, photographers and cinematographers who officially cooperate with the organizing committee of the competition (this means that everything that is not kept from "secret weapon" or with a non-glued label has the right to be photographed and removed, but is intact with hands, except for judges in some cases).
3.16. Participants and guests of the competition are obligated to behave themselves in a proper way in communication with judges, organizers, employees of the tournament and accredited journalists, photo and video operators.
3.17. Participants are not allowed to be in the state of alcoholic intoxication and under the influence of narcotic drugs.
3.18. For the violation of the regulations by one participant the whole team is responsible.
3.19. All rubbish should be carefully collected in polyethylene bags (issued by the organizers), which are taken out by the organizers during and after the competition. A self-contained garbage removal after the end of the competition is welcomed.

4. VEHICLES, GUESTS AND AUDIENCE.
4.1. Only accredited auto-moto transport can freely move in the competition venue after the start signal. The competition venue is at least 50 meters from the coastline, so the traffic of guests and viewers remains outside of this zone. Further movement only on foot.
4.2. Vehicles (TOR) of participants must be located in such a way that they do not interfere with the visual observation of what is happening in the working area (ring).
4.3. The ride out of TK participants from their places is allowed only with the knowledge of the judge who issues a temporary pass for this TOR. The ride out of TK participants from the competition area without a special pass is punished with a yellow card. Returning of TK to the place also takes place with the knowledge of the judge. Movement of TOR participants along the coastline (in the area of competition) is prohibited. For violations indicated in this paragraph - yellow card.
4.4. The presence of guests and viewers in the area of competition is allowed only during the daylight hours.
4.5. Guests are allowed to be in the catch area, but not in the ring, only under the following conditions:
а) a participant is obliged to warn the judge of his area about the forthcoming visit, having previously obtained consent to this by his nearest neighbors;
b) guests are required to register at the headquarters of the competition, after which they receive a pass for visiting a particular sector, the pass should be placed under a windscreen of a car in a readable place outside;
c) movement of guest’s vehicles by roads along the lake is forbidden.
d) at the first observation (claim) from the neighbors, guests are obliged to leave the competition area, and towards the host party the question of applying fines is taken into consideration;
e) the participants are responsible for the behavior of their guests, in accordance with the Regulations;
4.6. Viewers in the sector (ring) are not allowed, and can only be outside the boundaries of the sector (ring)!

5.PENALTIES.
Violation of any restrictions prescribed in this Regulation is punishable by a warning (yellow card). The presence of 2 (two) warnings equates to a yellow card.
Besides:
5.1. The use of animal nozzles (or as components of bait), as well as their presence during competitions among tooling and in the luggage of participants is punishable by disqualification of the team.
5.2. Violation of the provisions relating to installation and equipment requirements is punishable by disqualification of the team.
5.3.  Negligent handling of a fish is punished with a yellow card, except when a fish is taken for gills or thrown to the ground-disqualification. If the team committed actions that led to the death of fish - in this case, the team is disqualified.
5.4. Non-presentation of fish for weighing during the revisiting time of judges is punishable by disqualification.
5.5. Non-use of carp mattress is punishable by disqualification.
5.6.  When a third yellow card is shown, the team is disqualified. Moreover, the second yellow card means a withdrawal from the score of the largest fish currently caught by the team (in the absence of a fish - the first one which is counted).
5.7. Team Disqualification means that its results are canceled, the team is removed from the competition venue, and the funds made by the team at registration are not refundable. A disqualified team must leave its sector within 3 hours of making the appropriate decision.

6. JUDGES, REFEREEING, DEAWINGS, CLAIMS.
6.1. Judges are divided into zones and are presented to the participants during the opening of the tournament before the draw. 
6.2. At the opening of the competition, a jury consisting of five people is elected: the Chief Referee, three judges - one from each zone and the fifth jury member is selected by lot among the participants of the competition.
6.3. Scales in all zones must have the same measurement error and be checked prior to the start of the competition in the presence of the jury of the competition.
6.4. In the regulated periods weighing is conducted by judges in the presence of at least one neighbor.
6.5. The results of the weighing are put on record by the judges only. The signature of the participant, the judge and the witness of the weighing (the neighbor), must stand mandatory in the protocol in front of each result.
 6.6. Drawings are made as follows:
-the team (club) that draws the first lot (determined by an agreement), after pulling out a ball with a sector number, draws a ball with the number of the next team (club) that will draw lots.
- a club that draws lots, takes out a combination of sectors with one ball at once in all three zones, at which deuce is indicated as first in the club is fishing in the zone and first sector marked in the card lot. The organizer determines the layout of the sectors and zones for the ball of each club.
Clubs draw balls from the bag marked with the letter "K".
- The number of the team (club) is the serial number assigned to the team during registration;
- The following teams also do the same until all available sectors would have been played.
The availability of balls or capsules for a draw is checked immediately before its beginning by a commission of 5 members of the tournament.
6.7. Claims regarding the rules implementation by participants of the tournament of this Regulation must be submitted to the judges of the zone within 60 minutes from the moment of its occurrence. Photographs and videos are taken, as well as testimony from neighbors. Claims regarding the correct marking of sectors, crossings of casting lines, ring sizes, moving lines of fishing zones - are accepted only prior to the start of the competition.
6.8. Claims are considered by jury of competition. The presence of a bearer of a claim is mandatory. If there is a need for a vote on a question or claim, then with equal number of votes, the voice of the Chief Judge is decisive. The question of issuing alerts falls within the competence of the judge of the zone. The question of the presentation of a yellow card falls within the competence of the judge of the zone and the chief judge. The issue of disqualification of the team is decided by the jury of the competition.
6.9. When considering disputed issues, but not claims, the decision of the Chief Judge of the competition is decisive and can not be appealed.

7. PAYMENT AND REGISTRSTION.
The payment for the participation in the competition is 5500 UAH per team.
The minimum amount of participating teams is 18. In the case of a smaller number of officially registered teams 30 days before the start, the competition is not held, or the organizers together with the registered teams make a separate decision.
The full cost of participation must be paid no later than March 1, 2019. Only in this case the team is officially registered among the contestants. If you do not pay by the 1st of March the full amount of the contribution, the team from the main list will be moved to the end of the reserve list, and the first team from the reserve list will be able to pay until March 2, 2019. And so goes on the list.
The order of registration is determined by the date and time of the application.
Transfer of the right to participate in competitions is allowed at the discretion and the choice of the registered team.

8. PRIZE FUND.
The prize fund is UAH 3500 per contribution. From the total, the winner receives 50%, the second place - 30%, the third place and the big fish - 10%.
In addition to this, prizes will be awarded by sponsors in various nominations.
Organization of Jackpots, nominations is possible on request of participants. The bets will be offered by the organizers at the meeting of the captains of participants directly in the water reservoir before the start of the competition.

9. FINAL PROVISIONS.
For registered teams, the reservoir is open for training until 05/01/2019.
During the competition, it will be possible to order food with delivery to the sector, the cost of food will be announced additionally.
Keep the cleanliness and respect the order in the sectors during the competition - you may be photographed with the further photo placement for public viewing. Self-delivery of garbage bags to the collection point after the competition is welcomed.
The Organizing Committee reserves the right to add or partially amend certain provisions of the regulation, but not later than 1 month before the start of the competition.
The Organizing Committee has the right, in some cases, to refuse the team registration without explaining the reasons.
Any intentional violation of this regulation, on the principle of fair play (honest game) is punishable by disqualification.
